Bump outdated; extend CI to GHC 9.2

• bump time to allow 1.12.*
• separated Win/Mac CI into its own file and included 9.2
• ran haskell-ci regenerate to include 9.2 in haskell-ci.yml
• remove .travis.yml

CI fails for windows with GHC-9.2: https://github.com/gregwebs/Shelly.hs/runs/4197971705?check_suite_focus=true However, this problem seems to be upstream, in unix-compat.
