Put VPD in fluxall_qc files #14

There is no vpd value in the fluxall_qc files. Currently we let the MPI gapfiller calculate this for us. We should calculate it ourselves and put it in these files.

NOTE that the units are in hectopascals (kPa*10) as requested by AF
