Switch card_data_processor script to use Datalogger YAML files #22

Currently card_data_processor uses the secondary_data_source field in the SiteVars.yaml config for the site to determine whether to merge 30min data from a second datalogger into the fluxall file. There are now Dataloggers.yaml config files that configure dataloggers available during different time periods. These new config files should replace the secondary_data_source configuration.
