This PR will resolve #478

OK so far I think all of these errors are actually addressed in #495 ... so I think this might be working! Once #495 is merged in, I'll merge this branch with master and then should be able to finally...maybe...get all green lights.

OK this fixes issue #478, however windows R 3.6 apparently isn't detecting SciPy. It's an improvement on the current state of affairs, so I'll take that!
