Update R Depends #614

We currently support R >= 3.1

However that was from April 2014 - 10 years ago - see R release dates.

We can probably safely go back 3 years and go from there. So that would be R 3.6.3, which is Feb 2020.

Just a thought!

Or even R 4.1.0, which is May 2021 - 3 years seems reasonable
