Create build/run configs that take in an endpoint for our backend #120

I imagine having commands that serve the app or build the extension with a backend endpoint that we specify to make local development easier.

At the moment we have markers in our code like so: image

Closing this because the current solution of checking the NODE_ENV is enough.
