Write guide on self-hosting toonin #156

Write up a wiki for how to setup and deploy a Toonin instance.

I imagine that in a self deployed Toonin, the chrome extension and web app would communicate through a signalling server not hosted at our own toonin.ml

We may add a selector for Toonin backends on the clients, and this may open up a pathway to passwords + dedicated toonin communities.
