`cargo install` does not install v2.3.2 or more #71

Because https://github.com/rust-onig/rust-onig does not publish new releases on crates.io. We have to avoid build error by explicitly specifing revision here https://github.com/greymd/teip/commit/82779d5b7900c74dde5115615f1c277c93c9e36e

If rust-onig is not actively updated, we will consider creating fork of rust-onig and publish it with appropriate manner stated below. https://users.rust-lang.org/t/crate-how-to-publish-a-fork/57234
