Thermal Radiation Blockage Through Congestion Blocks #162

One of the Technical Update Meetings the potential of using the VBR of 
congestion blocks to attenuate the radiation from fires.  I think that the 
assumption would be that the congestion is uniformly distributed throughout the 
congestion block.

This enhancement would reduce the conservatism of our fire evaluations.

probably too general a feature to implement without some validation study. i 
would prefer to leave it as is and just use opaque surfaces on a case by case 
basis.
