Create a navigation on the mainPage #19

Bootstrap5 should be used for consistency across design

Hey, I've created this nav in my fork, I think that it still needs some work and review (padding, and the menu options, particularly I think that the help section could be a dropdown to communication links as right now it just goes to the comms wiki).

I'll address content and footer in their respective issues

Sure. Please open up a pull request and tag it with a [WIP] to state that it is a work-in-progress so that we can review and work on it simultaneously.
