Problem Statement Camille has been rating resources on a scale of 1-10 (10 being best). We need a way to capture this data within the CMS.

Suggested Solution Add a field to the internet resource document types for capturing a numerical rating between 1-10

Acceptance Criteria What should be included in this work for the feature to be considered done:

1. User should be able to capture an optional rating between 1-10 on any internet resource within the CMS
