Describe the bug The "Convert Resource" document action is only working on published documents and is not providing user feedback when an error occurs

To Reproduce Steps to reproduce the behavior:

  1. Attempt to convert a 'draft' resource to another type
  2. Nothing happens in the UI and no conversion takes place

Expected behavior Conversion shouldbe permitted on 'draft' documents. Errors should display to the user advising next steps

Any other info Consider whether we should actually allow this for 'published'? Concern is that once converted - it should probably go through the publihing workflow at least once?
