Opt in notifications #1485

Discussed on ClinGen Heme call Aug 19 2020. Three opt-in mechanisms might be proposed:

1) curator sent an email notification when mentioned in an @ comment. Email includes the actual comment and link to the Submitted EID, revision etc. 2) curator sent emails on all submitted EIDs or submitted revisions for their selected subgroup. email includes link to the EID or revision. 3) more advanced system consisting of assigned tasks and reminders (curator able to "Mark as read" afterwards).

It looks like the option number 1 may be most feasible to implement quickly.
