expired conflict of interest display shows incorrect statement by default #1524

If a COI expires, the notice on the user's profile page shows "I do have a conflict of interest" for their Statement. It should instead display their previous COI. COIs may have a state of expired, valid, missing, and it appears like the logic doesn't account for all of those.
