Sequence Ontology Updater should not import obsolete terms #1558

Right now we import obsolete terms. These should be skipped using the is_obsolete: true attribute. Similar to the recent updates to the HPO and DO update jobs, we should flag variants that use obsolete terms and delete obsolete terms when they're not in use.
