Update phenotype tooltip with age of onset note #1619

I think this properly incorporates the new link and changes the HPO phenotypes line.

@acoffman @susannasiebert Would it be possible to remake staging to double check this change? If it's not difficult, could one of you show me so I can do it myself in future similar instances?

Done! Updating it yourself involves being able to build the frontend on your laptop which is kind of a pain to get up and running - there should be instructions in the README of this repo to get it set up if you wanted to give it a shot - if you get stuck let me know and I'm glad to help.
