Add indicator/navigation button for publication queue on variants and genes #552

Basically, I navigate to a gene or variant and don't see my publication but it was already placed in the queue. In that way, the publication queue could be useful to someone looking to find information on a specific variant before it has even been fully curated and without starting from a publication or the publication queue.

Maybe down by sources for the variant and gene summaries, Publication queue: [2] with the number a link to the publication queue filtered on that variant already. Hover text could be included which says "Publications related to this variant/gene suggested for entry into CIViC." It would only be viewed if there was a match at the gene or the gene+variant level. I'd guess mostly they would be at the gene level anyway so for the most part they would not clutter the variant summary area.

Could also summarize on the Source view whether there are items in the queue relating to that source. e.g. There are 3 entries in the queue for 3 different variants of a gene. We have evidence from this source but for other variants. So this would show you pending curation work for a source that has already been used for some evidence.
