Create a section on the Docs for Editors #79

I'll add notes here on what I think should be added

  1. What does 'substantively correct' mean when accepting evidence/revisions? What errors are minor enough to accept? (remember to submit revisions either way).

If you come across a source that isn't fully curated but you don't want to curate it at that moment, add to source suggestion queue with a comment briefly describing that other evidence can be curated
