upgraded angular and synchronized major libraries to v17 #982

Upgraded angular to v17, along with other libraries that synchronize with Angular's update schedule, e.g. ng-zorro-antd, ngrx/component, rxjs, etc.

The very latest ng-zorro-antd version, v17.0.1 contains a bug that removes a key class from tables using virtual-scroll, so I had to downgrade to v17.0.0 until that gets a fix.
