Update NCIt download location for Therapies #986

The OBO file we're downloading is no longer actively updated, we need to switch the updater to point to an alternate source.

~It looks like the file exists again. Closing this issue.~ Reading comprehension fail. It exists but isn't getting updated anymore. Reopening.
