When a bucket gets emptied, sometimes their NBT data is not cleared and thus the bucket still contains liquid, but 0 of it, and thus it cannot be poured out and emptied. The bucket is then useless. Haven't figured out how to reliably cause it, but it happened repeatedly when simply scooping up lava, water, or shift+click-crafting treated wood from immersive engineering.
