Add 'next' R version, some simplifications #4

Just some thoughts on how to incorporate the 'next' R version and simplify the workflow a bit. Feel free to use or ignore 🙂 Should address #2 and #3, and I think bioc-version-check.sh would no longer be needed.

I've gone for a halfway house and used the REST API at https://api.r-hub.io/rversions to get the versions. Apparently that's now the URL to get that info from, although it doesn't seem to be documented yet.
