Swap RCurl for curl #17

RCurl ships with a really old version of libssl on Windows, and this is unable to contact certain sites now we prefer https for most connections e.g. https://support.bioconductor.org/p/121083

Can we do a drop in replacement of RCurl with curl, which seem to be more up-to-date?
