Set up Corrigendum when the technical report is published

When the technical report is published:

• [x] Provide a link to the publication on the CSAS website.
• [x] Keep track of mistakes/errors and updates in ./CORRIGENDUM.md.
• [x] Remove instances of "Please do not cite or circulate this draft" in this repository (e.g., README.Rmd, technical report).
• [x] Remove the draft Technical Report (./tr/Draft.pdf) and replace it with a working version that includes corrigendum.
• [x] Update the R package version number.
• [x] Change citation for Grinnell et al. (2022): remove "in press" and add URL.
• [x] Add report number and URL to technical report citation in the vignette (and any other missing things).
