Use `W''` for observed understory spawn width in Appendix #50

Change W' to W'' in the Appendix section "Understory spawn width" to differentiate it from surface observed width.

W' is used for both surface and understory observed width issues; ambiguous.

Would be similar to L' and L'' for Macrocystis and understory spawn length.
