Fix vertical spacing around section headings and between paragraphs #1

This is from a phone call with Ann, and needs to be confirmed; she will send me more details via email, including examples of the MS Word template. It seems like we are following the style guidelines verbatim, but they are meant to be interpreted a bit. For example, paragraphs require 6 pts of vertical space before and after, but they aren't additive. That is to say, there should only be 6 pts of vertical space between paragraphs, not 12. This will also affect spacing before and after headings. I suspect this will also affect the Research Document style file.
