Remove editing capabilities in Notes #283

The admins have requested that we deactivate notes. This turns off the ability to create new posts while leaving read-only functionality for the time being so the boards and existing posts are still accessible.

We have said we're not doing changes to this project.

There's been no public debate on the community (and this pull request isn't the right place).
