That's expected. Public networks, like in hotels, coffee shops, and schools, are often set up to block local devices from communicating with each other, only allowing access to the internet. To bypass this NearDrop would need to implement one of the alternative "mediums" but the choice is meh:
When I am at home neardrop works perfectly but on my network at school my mac doesnt show up on my phone as a device i can nearby share.
