The min/max fields in the dialog are working on my computer. Perhaps you could share a screenshot and the type of image file you are using? That may help me understand what your issue is.

Thanks for your answer, which helped me to pin down the problem: For ImageJ's classic "blob.gif" (8-bit) example, the dialog works as expected. If I take the "clown.jpg" example (RGB) example, there is no histogram in the dialog and changing the sliders to whatever values has no effect. Is the dialog only intended for monochrome (8-bit) images?
ImageJ has ways of converting RGB to 8-bit multichannel**. The dialog is not meant for RGB images. However, I recommend always saving files in your microscope's own format and opening/importing them into Fiji. That way, all colors and scales will be imported (those images will be 14-bit or 16bit multichannel images).
**If you must use RGB, you can go to "Image<Color<Split Channels" and then "Image<Color<Merge Channels..." in the ImageJ menubar to turn an RGB into a multichannel stack. I do not recommend this.
