This PR fixes the detection and handling of disks that have been
resized at the Ganeti level (OP_INSTANCE_GROW_DISK opcode).
The change in the size of a disk will be detected either by snf-dispatcher
or by the reconciliation mechanism, and will trigger:
the update of the disk info in the DB,
the update of the instance's flavor in case the root disk has been updated,
and the relevant commissions to update user's quota.
