Create/manage webhooks through API #472

Is it possible to create webhooks via the API? We're managing the integration between our system and Greenhouse for multiple customers. Right now, they have to manually set up each webhook event that we support, which can be pretty error prone. It would be great if we could set those up automatically with the greenhouse API.
