New VCS Root Requires "Check Configuration" to Save Settings #233

Describe the bug

When creating a new VCS Root, the user must click "Check Configuration" before clicking "OK", otherwise the list of configuration settings is saved as an empty list.

To Reproduce Steps to reproduce the behavior:

  1. Open Version Control Settings
  2. Add a new VCS root, assigned to the plugin's VCS.
  3. Add in a configuration setting
  4. Click OK on the directory settings.
  5. Click OK on the project settings.
  6. Re-open the Version Control Settings and edit the newly added VCS root. It shows an empty list.

Expected behavior The VCS root contains all the configuration settings.
