Empty state component is using a the deprecated anchor component.

Steps to fix.

[x] Create branch
[x] Replace deprecetd instances with text using anchor style
[x] Request review & merge
[ ] Announce with batch publish

Reviewing component modification.

Changes - Text over ride breaking

Removal of deprecated "anchor" component
Replace with anchor text style in appropriate variants.

Affected component

N/A Empty state is only used in template files

Status

Reviewed & merged into main - Publishing today.
