Refine and scope the work for the alpha release.

In order to scope the work for design tokens we need to

[ ] Determine whether to adopt a new token taxonomy (especially for colours - large piece of work)
[ ] Deliverables we think we'll need (e.g., types of tokens, token repo, figma variables, Figma components with variables applied, etc.)
[ ] Consider how we'll release tokens and to which teams (consider impact and updating)
[ ] Decide the types of tokens we hope to include in the alpha release, e.g. color, typography, spacing etc.
