Create per platform binary installers #4

Goal of the task:
simEngine is a complex system to install.  It requires a non-standard version 
of MLton and getting the libraries to be statically linked could be tricky.

Requested Task Steps:
1. Incorporate the installer into this repository
2. Create a per-platform installer.  
3. Post the binaries on the website
