Update test documentation in README #145

It looks like the documentation in README.md and CONTRIBUTING.md got out-of-sync over time. The documentation is moved to a new TESTING.md file so that it doesn't happen again in the future.

Gonna wrap this into the Postgres PR, too. It'll be easier to document Postgres with these changes.
