Create all Course Plans didn't create all course plans #116

Although it seemed to end normally, the script did not, in fact, create all course plans. It got through the third form, and then stopped. Restarting it started with the first new second former. Perhaps related to #114 and scripts that need to be restarted misbehaving?

Maybe not a timeout error? Just ran it for under 30 minutes, and it ended... but still didn't finish. Also noticed that folders for new advisors are not being created.

Running Assign all plan to current advisor does create the missing advisor folders.

Missing advisor folders are probably explained by the fact that I forgot to update Faculty List and the new advisor folders were for faculty who did not (yet) exist.
