Allow academic deans to comment on plans #88

Would like to be able to comment on arbitrary student plans. Working out whether it should be in the faculty advisor section or in a separate section.

answer is: give dean access to faculty advisor notes. Will create a group for the "other commenters" or something so that it's easy to add/remove individuals from this access globally.

On new student plans right now, access to faculty advisor comments is given to cp-ao -- not 100% clear that a new group is necessary.
