Deploy from Google Cloud Storage #12

Less copying and pasting, more "just working". Can build it into the webpack workflow, perhaps.. requirejs can handle the javascript, unclear if it's better use use style-loader to just embed the CSS in the Javascript, or to come up with another solution.

Has to be stored in Google Cloud Storage, rather than App Engine due to the cross-origin headers on OverDrive.

The end goal: paste a single static line into the developer JavaScript field that doesn't need to be updated. Update modifications by pushing code.
