package 'package.swift' is using Swift tools version 3.1.0 which is no longer supported; consider using '/ swift-tools-version: 5.9' to specify the current tools... #1520

i am facing this issue with the latest update by using SPM

idk but its seems my network issue which is trying to pull the old spm from cache. so i am closing this.
