Banner #91

This commit address issue #84. This commits creates a banner that informs visitors about organizing efforts. I've used media queries to responsively adjust placement of map filters based off of banner break points depending on screen size. @meganrm @nathanmwilliams

@meganrm, abstracted the scss variables to the container level and imported them. Let me know if you need me to change anything else.
