There was a 'realm' feature to manage multiple groups, this request is similar.
We want to manage my groups through one place (a group), the inline keyboard can be displayed here for group configurations. One setting for all groups.
Especially one command like /ban <someone> to be executed in every groups in case there is a bunch of spammers, or the admin would like to ban them globally with one action instead ban the user in every single group.
Its okay to forward a reported message to controller group too.
