created a WIP page for subtopics #20

added all of the GET methods for subgroups along with the endpoints for accessing them
added a link to the subgroups.md page I created on the main README
added another disclaimer at the bottom about how subgroups are a WIP

You don't need a parent ID for most requests to the topic ID. You can send messages to the topic using its ID instead of a group ID etc.

Ah, ok. It probably is still helpful to be able to index all subtopics of a group, however. At the very least, maybe these endpoints should be documented in the groups section...?
