The bot will randomly pick a choice that meets a certain threshold (conceptually like top 15% of all possibilities). This makes it play with more variety instead of always playing the best card.
However once an initial choice is made, that variability threshold can become too permissive during the steps to finish out the action. Can often result in a good play done poorly (e.g. selecting Nexus Tech then not putting it in the middle).
Change the threshold to be tighter when a choice is not originating from the main phase of a turn.
