Set Galactic latitude or extinction limits #136

At the moment the marshal does not tell us how far from the Galactic plane we will observe. We could add some limits with a scrollbar, an extra weighting parameter to prioritize observations, or both.

@shreyasahasram08 We now have the parameters in gwemopt "doAvoidGalacticPlane," and "galactic_limit" as parameters we can set. Are you interested in adding these to the marshal?
