Update Golang to 1.13.0 release #58

Thank you for the contribution. However, we would prefer not to maintain dockerfiles for Go in this repo any longer. The complexity of getting a grpc-go environment up and running does not justify it. Also note that the 1.0 version (and this one that may be derived from it) does not install the version it claims; instead, it grabs the latest version from HEAD. This could be a problem for anyone expecting it to be pinned to a specific release.
