Create and/or migrate SPM build test to verify SPM iOS build. Existing build test from gRPC located at

https://github.com/grpc/grpc/tree/master/test/spm_build

The build test should be triggered for the following branch and scenarios

grpc_master for continuous build integration check with c-core changes
grpc_release for release build verification
PR pre-submit
