Update Debian (and other deps) and remove Java In-process Proxy #1335

This PR fixes CI on master (due to Debian 9 (stretch) recently becoming unavailable).

Changes

Removed all Java In-process Proxy related code because interop tests are no longer passing on newer Maven/Debian images.
Updated Debian to 11 bullseye (from 9 stretch)
Also updated
- Node to 20.0.0
- webpack, webpack-cli
Also mentioned Nginx as a potentially viable proxy.

@vnorigoog @stanley-cheung FYI.. I've attempted several maven images but cannot get them to work :)
