Add suggested slice length to support Q of fscale

This somewhat addresses the issues seen numerous times:

• https://github.com/grrrr/nsgt/issues/18
• https://github.com/grrrr/nsgt/issues/24

This way we start with the desired frequency scale, then pick the smallest slice length that can support it.
