bootstrap.js is also converted to utf-8 without signature to fix "«" and "»" arrows

I can confirm that this PR restores Location Bar Enhancer to a state where the location bar works. Good work!

I did found an issue with one of it's settings containing the color selector, but this is probably a FF incompatibility and not this PR.

Yeah, the progress color isn't changed no matter which of the first three preset color selectors I click. The custom selector shows a color table but it also has no effect. I'll see if I can fix this too.

That's because the repo does not include the three required images which are present in v5.1 on AMO, I've added them to this PR.
